Poor trub cone with whirlfloc

I recently switched to using whirlfloc at 10 min as my kettle fining. (Usually whirlpool for 15 and then rest 15.) Since then a trub cone has been non existent, just a layer of loose debris at the bottom of the kettle.

I am wondering what factors can influence the performance of whirlfloc? Dosing rate? (I use 1/2+ pellet per 5 gal.) pH? Ions?

I seem to remeber getting a more solid cone in my eKeggle with Irish moss. I realize the heating element could mess with the cone formation, but it doesn't seem like I'm getting good coagulation period. I'd be curious on other electric brewer's experiences with cone formation as well.
