I think I have some "planthoppers" (metcalfa pruinosa) on my hops. they look quite similar to this

they leave a white downy web behind. they don't seem to be eating much or getting in the cones. I'm trying to decide what to do, if they require any treatment at all.
Are these dangerous to my hop crop?
