One Stunted PLant - Need suggestions

All of my plants are first year plants. I have one chinook, one Wilamette, one Horizon, and one Cascade. All are doing better than I expected except for the Horizon. The three good ones are about 15 feet tall. The Horizon is about 4 feet and slightly yellow. It took quite a bit longer for the Horizon rhizome to spit out shoots than the other three, so I don't know if there is something wrong with the plant or if it is just going to be a rough first year.

Obviously, this year is shot, but should I leave the same plant in the ground for next year, or pull it out and put in a new rhizome next spring?

Also, all of the bottom leaves on my plants are drying up, but that sounds pretty common. I was not planning on a crop this year, so I am just going to let them run their course.
 
Leave it alone, as any second year plant will be better than a rhizome. I've got one new hop plant and it's only 3 ft tall. Horizon is susceptible to downy mildew.
