Could I dry hop coffee in primary fermentation (2weeks) in a oatmeal stout to make it a coffee stout?
 
NO! Oats react explosively with coffee. Just ask Wilfred Brimley.

Actually yes. Or do in it secondary. Or in the keg. Coffee flavor has pretty short shelf life so best in beer consumed quickly.
 
Cold brew some coffee and add it to the bottling bucket a little at a time until you get the taste you want. No need to secondary if you use liquid coffee.

Exactly what I did for a golden coffee stout and it worked great. I used a coffee press and overkilled the amount of coffee in it.
