I had figured out the sign on the wall in the foreground, shortly after the post. But, I figured I should let the guessing go on.

Starting hint, the sandstorm is not covering up much. This city is quite minimalist in terms of a skyline view. It was hard to find a photo that would not be either overtly obvious or impossible to make a guess. This photo looked interesting so here goes.

However, relative to the other cities in the country, the city in the picture is the major development.
