Fleur-de-lis on the giant pot plants indicates England or France, since France is eliminated already is it in England?
Vegetation and streetlights are wrong for UK.

Overall vibe feels more like northern Italy, the fleurs de lys suggests some kind of French connection eg via the Bourbons?
