Mr Beer carbonatation question

Our first Mr Beer batch tasted good but :

1. Didn't carbonate well
2. Didn't seem to have much alcohol content. We never got a buzz after drinking a similar amount that would normally give us a buzz.
Anyone have any advice for us beer newbies? We've been making wine from kits for a while now, but beer is new .

What style was it ? If its the basic mb its only 3.7 percent.

Ours should be low also but normally if I have a store bought beer, I can feel it. We drank like a liter of our homemade beer each and it tasted awesome but no buzz whatsoever. I wonder if we didn't finish the primary fermentation and therefore didn't convert the original sugars to alcohol. Although, our specific gravity readings were right on when we bottled.

I just didn't know if anyone had advice.
