Mashing Vs. Steeping

Hey guys/girls,

I was reading the new issue of Brew Your Own and came across an article regarding steeping malts. It gives you a list of steeping grains and mashing grains. The article dose not say anything regarding how to mash and steep at the same time, but it does say that you just "steep in hot water and add the steeping liquid to your extract wort.."

So if I was to use say roasted barley and a pale malt in a recipe, would I mash the pale malt and steep the roasted barley then just add the steeped liquid to the wort fromt the mash?
