Making Wine in Arizona

My sister lives in Arizona and doesn't have any home brew stores around her area. I want to send her some supplies; Ksorbate, Kmeta, pectin enzyme, etc.

Before I do I wanted to make sure that it's legal to make wine in that state and if it's okay to ship the products to her. Can anybody help me out here?
