Is hops any good if left out in room temp for 3-4 months? Throw it away?

Well on the upside, the bag was sealed so not a whole lot of oxygen was in there. On the downside it was an aroma hop so depending on how hot 'room' temp is for you (mine is ~65F, so a bit on the cool side from what I hear) you may be lacking a fair bit of that aroma and flavour. If I were you I'd use it in something where a bit less potent hop aroma won't be an issue and it can play a secondary role. Though that being said I've no idea if hops pick up any 'off' flavours from poor storage conditions, I'd think they just get less potent.

Not that I have ever brewed one, but I hear Lambics use very stale hops. Ask around about that maybe?
