118 IBU seems a bit high, I thought this would come in closer to 60. Any suggestions?

Reduce the QTY of hops? You have ALOT of high AA hops in there for nearly an our. You could use lower AA hops, or just reduce the qty, or reduce the boil time for some of those high AA hops to get less bittering, more flavor?
 
Definitely would reduce some of the bittering hops in that - 118 IBU in a 1.057 beer is kind of "out of balance" by a bit...

If I were cutting any, I'd cut the Perle. IMO they lend a harsher bitterness anyway...
 
Without putting it through brewsmith or anything, I agree with just dropping the Pearle. Keeping the centenial and cascade at current quantities should keep you in the 60ish range.
 
I finally took the time to figure out the boil times for those hops (b/c the way it copy/pasted is quite a mess) and I'd suggest:

1) Dropping the Perle bittering hops (lose 38 IBU) down to 80. You can use these later in the boil if you like or just exclude them all together?
2) Move some of that 30 minute Centennial to later in the boil, like maybe 15 at least, if not 5, or even flameout...

This would get you into the upper 60s or low 70s, which should be doable with that gravity.
