Inconsistent carbonation between swing top bottles

I use a combination of swing top bottles, routine beer bottles, and Perrier, screw top bottles. With my swing top bottles, I will get several of the bottles to have less than optimal carbonation. The routine bottles and Perrier bottles are always carbonated well.

I have tried the following to fix this problem, but had no resolution: I have replaced the gaskets on all of the bottles. Boil and mix priming sugar in a bottling bucket prior to racking the beer. Given more time for the carbonation to occur (since some of the beers have been with higher gravity).

Other than recycling the bottles, does anyone have any thoughts?
 
Also make sure the bale is tight on the bottles, if it's not you can get some CO2 leaking out.
