Start with the Palmer book; Brewing Lager Beer is a more advanced work, and assumes some brewing experience, whereas How To Brew is aimed mainly at beginning and intermediate brewers.

The choice is easily Palmer's book first then Noonan's.
As said above Palmers covers all the basics and you will use it as a reference throughout your brewing career. The Noonan deals with a subset of brewing, lagering, and will make much more sense after reading the How to Brew first.
