Next week I will brew an all grain 2 1/2 gallon batch of Cream Ale. Expected OG - 1.045 - 1.050. I going to use US 05 dry yeast. Do I need to pitch the entire package or only half?

I use half-packets for my 2.5G batches all the time, but pitching the whole thing won't hurt it. Half is really all you need, though, unless your OG is on up there (1.075 or above).

Same. However, if I am using S05 (with an O.G. anywhere above 1.050), I will tend to just pitch the whole packet rather than trying to figure out half a packet.
