If you don't use enough water in your mash, will you have a less fermentable wort?

I haven't been keeping track of the volume of my strike water and my last 2 brews wouldn't ferment past .020 and .025 respectively with only about 10% modified grains in the bill.

If it's not the water problem, any ideas?

I think my temp is ok, plenty of oxygen, WL yeast and plenty of it. ?????
 
What temp did you mash at? How many qt/# are you mashing with?

Everything I've read, and experienced, points to mash temps being the main cause for having a higher than expected FG. Fermentation temperature can also play a part there.
