How do you force carb to really low volumes? I am going to brew an ordinary bitter and it should be 1.0-1.5 volumes of c02 and according to beersmith I need to set it to 0.69PSI at my fridge temp of 36 degrees. does this seem right to you?

For your low carb levels, I'd suggest that you do the carbonation at room temperature and then once done, cool the beer. BTW - you will have that level of carbonation in the beer once fermentation is completed. If you gently transfer it to your keg you should be good to go. (gentle transfer so that you do not knock the co² out of solution)
