When dry hopping an extract recipe, do you hold back some of the hops that the recipe calls for and use them for dry hop, add additional, or only do it if the recipe calls for it?
 
Yeah, add additional. I like to add mine about 2-3 days before packaging, to get the most aromatics from the hops.
 
Always add additional if the kit doesn't call for dry hopping. Hops during the boil are for bittering or flavor depending on when added. Dry hopping is aroma only.
