Does liquid "leak" through pump?

I have a Chugger/March style pump I've not yet used (came with other stuff in a used gear buy).

Question is, if the valve on inlet side of pump is open will liquid run through the pump even if it's not running (presuming there is some head pressure)?
 
I've had my pump connected between my kettle on the table and plate chiller on the ground and I didn't need to turn it on as gravity was getting the job done.

Likewise (except counterflow chiller). I often give the March/Chugger pump a quick zetz to get the flow going well.

In contrast, my tiny fly-sparging peristaltic pump blocks flow when it's not running.
