Do you include your yeast starter as part of your batch size?

For example if I am formulating a recipe, want it to be 5.5 gallons and I'm making a 1.6 liter starter (close to a half gallon) should I make my recipe 5.25 gallons and add the starter as the other 1/4 gallon or should

I just formulate my recipe however I want it to be without including the addition of the starter?

and of course why?

Recipe shouldn't be modified to compensate for the volume of your starter. The wort in the starter will be fermented by the time you pitch it so it won't dilute your post-boil volume. You can always chill and decant the beer off of your starter if you are worried about the volume or if the color/flavor of the beer is dramatically different than the starter (IE - stout or porter).
