Critique on Simcoe/Citra Hoppy IPA (with a couple ideas from Pliny clone)

Want to know what you guys think of this recipe? I'm going for a crisp, hoppy IPA with Simcoe/Citra hops, and a couple ideas taken from a Pliny clone (just because).

5 Gallon Batch. Est OG of 1.069 and Est FG of 1.013
Est ABV of 7.4%

9lbs Pale Extract
1lb dextrose
.5 lb Carapils
.5 lb C40
1 oz Columbus or Warrior (or 25ml extract) @ 90min
.2 oz Columbus or Warrior (or 10ml extract) @ 45min
1 oz simcoe @30min
.5 oz citra @30 min
1 tsp irish moss @10
2 oz simcoe @ 0 min
.5 oz citra @ 0 min

DRY HOP during secondary
1 oz Centennial
1 oz simcoe
1 oz columbus

Wondering thoughts on hops, hop schedule, and specialty grains? Thanks in advance!

My iPa recipe is Magnum for bittering and even amounts of Simcoe citra galaxy at 15 and flame out. Its really good. But I also don't think pliny is all that either.
