Critique my unusual hop IPA

I have some extra legacy and super galena that I'd like to use up, so I'm planning an IPA. I tend to like beers that aren't too heavy or too bitter, but am hoping to get lots of hop-forward flavor. I'd appreciate any input on my recipe.

12 gallon all grain (planning on 10 gal into the kegs):
22lb Maris Otter
4lb Amber Malt
4lb Munich Malt
3lb Honey Malt

1.5oz Super Galena (12% aa) @ 90 min FWH
1.0oz Legacy (10.2%aa) @ 90 min FWH
1.5oz Cascade (7.2%aa) @ 15min
1.0oz Legacy (10.2%aa) @ 15 min
1.5oz Cascade (7.2%aa) @ 5 min
1.0oz Legacy (10.2%aa) @ 5 min
1.0oz Cascade (7.2%aa) @ 0 min
1.0oz Legacy (10.2%aa) @ 0 min

2.5oz Cascade (7.2%aa) @ Dry Hop 7 days

Mash @ 154 for 60 minutes
90 minute boil

Things I'm considering:
Increasing the dry-hop and/or dry-hopping in the keg (I'm new to kegging).
Changing the 15min additions to 10 minute.
Changing the 0 minute to a rest at ~ 180.
 
BeerSmith 2 puts this just into the Imperial IPA category:

64.4 IBU's
Target OG: 1.077
Target FG: 1.019
Est ABV: 7.6%

Will probably split this between two yeasts in 5gal batches, probably nottingham and either US-05 or S-04, though I might go further out there with something like a Belgian saison yeast or something else unusual. I'm open to ideas.
