Cleaning Wire Bail Flip Top Bottles

I'm building a bottle washer along the lines of the every popular https://www.homebrewtalk.com/showthread.php?t=435112 but I'm wondering, when washing the wire bail flip tops is it best to remove the bails and soak them separately? How often should you replace the rubber washers? The ones I'm planning on using are 'recycled' Flensburger Dunkel bottles and the washer appear to be glued on so I'm assuming you would have to cut them off and replace them?

The washers can last a very long time IME. I wouldn't go cutting them off hastily.
