The problem with my Chinook IPA that Yooper had is that it was the second runnings of my 09-09-09 Barleywine mash. So it will probably be pretty hard to replicate.
Here's the recipe as I entered into Beersmith. I used an efficiency of 32% with the full grain bill but achieved quite a bit less so I added some DME to bring the gravity back up. You may be able to reduce all the grains by the appropriate factor and make this as a single mash. I think it helped that this mash was 148F for 90 min so it fermented dry.

Take first 2 runnings for the Barleywine and supplement with DME to achieve target gravity. This should extract about 60% of the 80% efficiency (efficiency 48%) I usually get.
Take the second 2 sparges to make an IPA with 40% of the 80% (32% efficency).
