Can I still use these hops?

Mt.hood plant

I don't know if the plant has a disease or if its just sun burn or dry from the dry summer, it is in direct sun all day. Not all the cones have these dead parts of the cone.

But can I still uses these or are they not good?

Or time to harvest?
 
It could be sun burn, but the leaf isn't what you're looking for.
Tear a cone in half and post a pic. You're looking for "school bus" yellow lupulin.
Personally, I would use them. The worst thing that can happen is that you'll end up with beer.
 
Pick the cones that are fully mature such as the one in your picture. If your bines are like mine you will have cones that are in various stages of development and the harvest will involve a few times picking and drying.
