So it looks like I'm going to have to repitch a vial of wyeast London ale after the stout I brewed up never got off the ground. 72 hours of zero activity. Never had to repitch. When you do, is re-aeration advised or does the no splash rule apply?

If it's not taken off, there's no harm to aerating and potentially some good to be had.

When you say it has "not taken off", do you mean the specific gravity has not changed?

It would be okay to aerate the wort and repitch if there has been no fermentation. I would recommend making a starter with your yeast though. I like to use this calculator for pitch rate/starter volume.
