Are intertap shanks supposed to have this o-ring?

I just purchased this piece and I notice it came with an o-ring between the splines and collar: Beer Faucet Shank | Tower Shank | Stainless | Intertap | NukaTap | MoreBeer. I've searched and can't find a definitive answer or diagram as to whether it's needed. I have a few other shanks laying around and none of them have this.



From top to bottom: New shank from Morebeer with the o-ring, new shank from Bev Rite without o-ring, used shank from hand-me-down draft tower without o-ring.

There's always a gasket inside the faucet and I could see that oring actually preventing the faucet gasket from sitting correctly against the face of the shank.
