Dead space in the Boil a Kettle

How much dead space is normal in a keggle used for a Boil Kettle? I was water testing mine and I have a lot left, well over the false bottom.

Is that normal or is maybe my dip tube not tight enough?
 
My guess is the dip tube is leaking or you don't have a length of tubing on the outflow to siphon to the bottom of the keggle???

It should suck it down to the dip tube opening.
 
If you have a dip tube, you should only have left in the BK what is below the low end of the dip tube. For instance if it is 1/4 inch from the bottom you should only have 1/4 inch of wort left.

You also need some tubing on the outflow end below the bottom of the BK so that it siphons through the dip tube.
