I've made skeeter pee once before and used EC1118. The first time I made a starter, this time, I just pitched the dry yeast.

Last time, the carboy was covered for most of the process so I didn't see what active fermentation looks like with this yeast. Now, I can see it and it looks odd to me so I wanted to check.

Looks right to me.
I stir my skeeter pee once a day for the first 5 days and only cover my bucket with a towel,
