2 bad 40A SSRs?

I just built a panel for my BCS460.
I turned it on for the first time and I am getting voltage past the (turned off) 40A SSRs
I disconnected the signal wires to be sure.
One measures 246V the other measures 21V.
They are from different vendors.
Has anyone else had this kind of issue?

I also have two 25A SSRs for pumps. They seem OK.

Maybe I did something wrong?
 
Well I'll be damned. I attached the elements and V=0.
Hit the switch for "manual" and V=240 - Heat comes on!
I guess that's a noob question. For what it's worth I did search first.
At least I didn't return them to the vendor!

I thought I had a bad ssr when I first setup my system. Reading voltage when on or off. What I did to confirm was to put the multi meter on both hot legs. When the ssr is on, you'll get a voltage reading. When the ssr is off, the meter will read zero.
