Convert my mash, please

Hello,
I'm stuck on a Caribbean island for the next year (this is not a hypothetical). All they have to drink down here is adjunct beers and rum... and I have a craving for something hoppy and unforgiving. I scraped together some equipment and can probably ship ingredients down (at a price). I'd like to make this recipe I found, but I think a partial mash would be more effective given my time and equipment constraints. Can anybody help me convert it:

Mash: 154F 60 min
Boil: 90

Yeast: Wyeast 1275: Thames Valley Ale
Ferment: 65F

Mash the specialty malts with 2 lbs of 2 row then make up the rest with 7 lbs of light DME (equivalent to about 11 2/3 lbs base malt at 75% efficiency). Or you could just steep those grains and go with about 8 1/3 lbs DME.
