is it ok to rack your beer if there is foam still on top that hasnt settled in and no bubbles coming through the airlock?

Stable gravity readings over several days is the only way to know if the beer is ready to be racked.
 
German brewers rack right after the peak of krausen formation. Many around here don't rack at all. So, anywhere in between is fine too.

That is what you should have before bottling. You can rack anytime after peak yeast activity to another fermenter. Racking is different than bottling. If the OP means bottling, then take successive gravity readings or wait until 14 days from pitching (a normal gravity beer).
