I'm a fairly new brewer and this would be my first partial mash... Any comments or improvements are greatly appreciated.

That's a lot of roasted barley. That grain is usually used to lend some complexity and color. A full pound and you're getting pretty roasty.

Here's an AG I did that was pretty darn good:
8.25 lb Pale Malt (2 Row) US (2.0 SRM) Grain 67.3 %
1.25 lb Quick Oats (1.0 SRM) Grain 10.2 %
1.00 lb Caramel/Crystal Malt - 80L (80.0 SRM) Grain 8.2 %
0.50 lb Biscuit Malt (23.0 SRM) Grain 4.1 %
0.50 lb Cara-Pils/Dextrine (2.0 SRM) Grain 4.1 %
0.50 lb Chocolate Malt (350.0 SRM) Grain 4.1 %
0.25 lb Roasted Barley (300.0 SRM) Grain 2.0 %

1.00 oz Goldings, East Kent (9AAU) [5.00%] (60 miHops 16.2 IBU
1.00 oz Tettnang [4.50%] (60 min) Hops 14.6 IBU

You don't need that much roasted grains. I would adjust the chocolate malt and roasted barley for an SRM closer to 30-35 (10-12 ounces of each or so). Loads of chocolate malt may give your stout a sour, burnt flavour, and that's probably not what you're looking for. I'd use some kilned malt like Biscuit of Victory for extra flavour instead. The hops look fine.

Is it almost a moot point to have such little amount of extract? Can i just do an all-grain mash in my converted mash-tun/cooler?

Also what's the advantage of 2 row over 6 row (doesn't 6-row have more diastatic power?)

I'll def. bring down the roasted barley and chocolate malt... thanks guys :mug:
