air lock help with dust cover

Just started my first batch And I don't know what to do with the air lock it is a 3 piece deal the guy at the brewer supple store showed me were to fill it with water , but I don't know if the little cover goes back on the top any help would be great thanks AX
 
Doesn't the cap have a bunch of holes around the perimeter?
 
co2 bubbles up through the tube on the inside, displaces the water under the "hat" until it reaches the little slits in the rim of the "hat" which then bubbles up and out. Make some beer, pitch some yeast, and it will make perfect sense.
 
If you feel uncomfortable, you can use it without the dustcover. Mine doesn't come with any dustcover at all. If it did, I must have misplaced it when I purchase the set.
