That is my question.

I started a cider kit 7 days ago. The instructions with the kit say to let it sit for 6 days, which I did. I wanted to rack it into a secondary and add some cinnamon, cloves, vanilla, and oak cubes, and let that sit for about 2 weeks. But, I had to order those and not all of the additives have shown up yet...the cinnamon sticks and oak. Should I rack it or let it sit in the primary until the cinnamon and oak shows up?

Cider is not something you want to hurry, if it has not started to clear on it's own it is not done fermenting. Cider is a process that is known to sometimes take months. Generally speaking the longer it ages the better it tastes.
