Carbonation problems?

First batch i've kegged. Set at 12 psi and let it sit at 34 to 40 degrees for 6 days. Half pint of foam but low carbonation in mouthfeel. Whats wrong? I have standard 5 foot line.

The line is too short, for one thing. If you get a longer line (8-10'), it won't foam like that and the carbonation will stay in the beer instead of being knocked out into the foam.
