Directions for kegerator fan box?

Does anyone have directions for the little fan box that pushes the cold air from the bottom of your kegerator up to the draft tower?
I see a few pics of them, but no directions on how to build my own.

PS - Do you think these are neccessary and make a differance?
 
Project box and DC fan from radio shack, use a cell phone charger etc to power it, find some tubing to run up to the tower. it keeps the faucets cold so you'll get less foam, esp. on the first draft, and keeps the air moving inside the fridge which is also good.
I like mine it made a big difference. If you're just serving beer at a a party you don't need it. If you pull a pint or two per day or less, it helps.
