Nope. Usually judges will pour the beer so that any yeast in the bottom of the bottle stays there. Very few homebrewers filter their beer, so they expect the yeast to be there.

Nope. I don't filter and my brews have placed. Most contests let the beer sit in refrigeration a few days before the contest.
