I like the hop bill--reminds me in a general sense of Lagunitas WTF--flavor & aroma on that are incredible!

OTOH, I think your caramel malts are remarkably high. My general rule is not more than 5% for an I/IPA, and even on my imperial red it's only 8%. In addition, that much crystal + carapils = a lot of unfermentables, which sort of defeats the point of mashing fairly low. Personally, I'd also drop the honey malt as I don't want a honey flavored or sweet IPA. If you're looking for a bit more malt to the beer. Consider Munich, Victory, or Aromatic.

90% 2-row, 5% C40 or C60, 5% Victory would be my version--if you have real issues with head retention, sub 1-2% wheat or carapils for the Victory (or Munich or whatever).

Just my 2cents--we all have slightly different taste!
 
+1 to PiratWolf...way too much crystal/honey/carapils. Get rid of all of it, except for a bit of crystal, and put in dextrose instead...you want it dry. I also like the idea about using some wheat in there.
 
Agreed. Less is more sometimes. I used 4oz of crystal 120 and got great reviews on my last IPA.
