Do these have to be mashed?

I'm looking at doing a recipe involving German Munich and Carafa. Can these be steeped or do they have to be mashed?
 
Carafa can be steeped; Munich is a base malt and must be mashed. It can, however, convert itself, so you can use it alone or with specialty grains.
