Should I let these new ground shoots grow and cut the non producing branch this late in the summer?

Yesterday I snipped off about 15-25% of the leaves on two of my Cascades. The idea was to thin out some overgrowth so that the sun can get to the hop laterals, some of which have stayed pretty small.

I did this because I thought I read somewhere that it would stimulate new growth. These are fairly robust 1st years by the way.

Also I have 1 bine coming out of the crown that is about 12 feet tall but stalled out a month ago. It has only recently put out hop buds but they are hardly growing. On the crown are 1 or 2 very thick shoots coming up fast. Do you think it would be a good idea to just cut my losses and cut the old bine and let the new ones go crazy?
