How to make a Hoppy Quad+Doppelbock Hybrid?

I want to make a hoppy Quadrupel+Doppelbock hybrid with a fair amount of hop twang like Urthel Hop-It. I've alread decided on the malts for the most part. If you want to see them I can post them. I'm not sure about the hops though. I think I want it to be around 70 IBU, but I'm not sure (too high/too low)? My OG is 1.095. Should I hop the snot out of it to 70 IBU with the traditional hops for the styles I want to combine (Syrian Goldings+Hall+Tett) or just go to around 30 and take take of the rest with some IPA type high alpha hops?
