3 weeks, stable FG, layer of bubbles on wort

Hello,

Girlfriend and I brewed the vanilla caramel ale we found in the recipe section. Its been 3 weeks at the proper fermentation temps, we have a stable FG that is on par with the recipe, but the only thing that this beer is doing different then the rest of my batches is there is a layer of bubbles covering the wort. From the pictures I've seen, this doesn't look like an infection, but I've never seen it before. Then again, this is our first batch using both lactose and vanilla.

I'm assuming its fine and I should bottle, but was looking for confirmation.

Yeah if fg is stable just bottle or keg, if it is an infection you may not even notice it, may be sour or most likely scenario nothing is wrong and you should be bottling or kegging it as I write this.
