Weird hop addition question? or not

Ok so I got a partial extract kit from Brewcraft USA and it is for a West Coast IPA.

The question I have is that it states to open and mix all the hops and split them into:
1oz bittering
2oz flavor
1oz aroma
1oz dry hopping

Is that normal to mix them all first?

The hops it came with are:
1oz Columbus
1oz Chinook
1oz Centennial
1oz Cascade
1oz Nugget

Any recommendations? Thanks
 
Also because this is a USA kit I should assume that by 5 gallons they mean 19L and not 23L, correct?
 
That's how Dogfish head IPA does it I believe. With all those 'C' hops, they will all be good to mix and use for the boil in all those different ways. And yea probably 19L, but it isn't all that critical to hit the target volume exactly, just make sure you have some headspace in your fermentor.

I would probably be too anal retentive for this recipe and end up either measuring out 1/5oz of each or manually dropping one of each hop into the cup on the scale haha. Good catch on the 19L!
