I have been dry hopping lately and it is a big PITA to try to get hops into a glass carboy. Is it ok to use a primary fermenting bucket as a secondary and to dry hop? I lost a good 1/2 gallon of beer last batch from the hops mucking up the beer in the secondary. Should I hit the plastic bucket with CO2?

You could, but why not just put the hops in a bag with some marble to sink them, then you can just pull it out of the carboy? I wouldn't want to keep anything in a bucket for an extended period and like to see the beer clear with time which is why most people don't use buckets for secondary
