Malted to Unmalted ratio?

I have heard that malt to unmalted ratio can go down to 15% (malted) to convert all the rest... is this true?

For instance if I had a 50/50 ratio right now (malted) what unmalted percentage could I use to save some money on malted grains?

I've never tried going below 50% base malts. If you are planning on using raw barley, be certain it is malting barley and not feed barley.
 
Thanks, what would be the difference I am looking for between the two?
