Paypal for sure. I am not sure if they have recently changed their policies but if you pay out of a bank account there are no fees. Paypal offers the most buyer protection also. With that being said, if I am going to sell to someone I don't know (on CL, etc.) it is cash-on-delivery only.
Id does cost money for the recipient of money through paypal, but it's easy and secure so it's worth it.
When you use paypal to pay someone now, there is no charge to the sender or receiver if it is paid straight from a bank account. If you use a credit card, there is a fee and it lets you chose who will pay it. (This for personal transfers, not purchases.)
