my primary is at 71f, should I keep it at that temperature when I transfer it into the secondary?

I would say yes. What is your current SG? Like you probably know, most of your fermentation should be done in primary, so the yeasties arent going to be really affected by a higher/lower temp when you rack to secondary. Now getting temps too high im sure will cause other off tastes, but it shouldnt affect your fermentation as that should already be at or near 100% complete.
