Stuck Quad?

I have a Belgian Quad with an OG of 1.1 that has seemed to quit on me at 1.04... I have roused the yeast a few times and also made a starter and re-pitched. After pitching the starter and waiting a week the gravity was still at 1.04 even though the airlock has been bubbling the whole week.

Should i transfer to secondary? or bottle? or just wait longer?

Any suggestions are welcome, not really sure what to do with this one..

ps. it has been in primary around 6 weeks :(
 
what type of yeast did you use? Did you use any honey or something that would take a while to ferment out? I would let it sit for a bit longer before you do anything. I recently had a mead tha went from 1.124 to 1.052 and stuck. After about a month of being stuck I repitched some s-05 into and it slowly took off again.
