Yes, that will work but for a 3.5 gallon batch. It's a too low OG for a 5 gallon batch.
If you want to still do a 5 gallon batch, you could do a lighter American pale ale instead by reducing some of the bittering and flavor hops to balance the lower OG.

Light Dry Extract will give about 1.044 OG in 5 gallons.
It will be a very light thin beer with only the extract. About a 6° SRM
I assume you have a lot of hops?

7-8 pounds of light dry extract would be acceptable.
I use some 6.5-7lbs fpr a medium gravty ale.
