There are a couple freeware programs that can do this stuff in a somewhat automated fashion, but here's the method easiest to explain.

Open windows explorer by right clicking the start button and selecting "explore".

Navigate to your music folders until you see the mp3 files in the right pane.

Select the "detailed view" as shown here:

Then right click anywhere in the title bar where it says name, size, date, etc and notice all the additional file attributes you can display. I like to work with "artist, title, album name, and genre" at minimum because most players key in on these fields. Make sure they're all checked.

Now that you added them, they're likely out of view because they were added as columns all the way to the right. You can grab the header and drag it to the left so you can see the filename and other columns at the same time.

If you have any pieces of this data missing, they'll just be blanks. You can edit any of it by clicking and holding for a second. A cursor will appear and you can type. If you have to do a lot with the same artist name, just copy and paste.

Just use iTunes, so much easier. You can either have all the stuff filled in for your through the iStore (does Apple have to add i in front of everything? iApple?) or do it manually in a manner similar to how you listed it, but can do more mass edits by album, artist, etc
